For $30, the Dupont-Fahn Bourgogne Blanc Chaumes des Perrieres. A little added top soil transformed this from a 1er Cru vineyard to the stubbles of Perrieres. The 2012 is terrific if you can find it.
Chablis: Picq is indeed rocking right now $20-$25 depending on cuvee. Simmonet-Febvre Chablis is ridiculously cheap and easy to find in a pinch ($16-$18). Daniel Dampt is another Chablis I like, $20.
California: Maybe something like Lioco ($20-ish), Mer Soleil Silver Unoaked $20-ish, and a nod to the old-school, Heitz ($20-ish). I’ve liked Foxglove before too ($15).
CA - Aub Bon Climat Santa Barbara for higher end quality at $25 or less. I’ve paid as low as $19 for it.
CA - Everyday Chardonnays - Toad Hollow Un oaked & Joel Gott unoaked - both available for under $10 most of the time
France - Domaine William Fevre (if you can find) for around $20 - $25 is a big step up from Royoux. The Royoux at $17 locally has been a really great deal too.

Nice serviceable Chard. No heat despite the 14.5%. Fairly compelling. Well balanced and reasonably interesting, but a bit lacking in cut and precision. But great QPR.
I called, and Surdyk’s does have the 2012 Jean Manciat Macon-Charnay at their sale, and this is the last day. Is this producer one that constantly puts out good wine, or was the 2011 vintage something special? Just wondering.
Agree with both Picq and Piuze. The Piuze Grand Cru Blanchot is also excellent.
I will also nominate, although not from California or France, the Casa Lapostole Cuvee Alexandre Atalayas Vineyard. I tasted it today for the first time and it was shockingly good for the price - $17.
