"Simply" question on VAT and importing wine barrels from Europe to the US

We have a wine retail license in the US (North Carolina).

Next year we will contract with an importer to deliver a few barrels of wine we purchased in France. Everything is pre-sold so we will not be retailing these wines (if that matters).

Do we pay the VAT to the producer? or is any tax like that paid as part of the importers actions?

Any advice is appreciated.

No, I am not.

If it’s exported there should be no French VAT.

What Russell said, additionally the importer should handle all tariffs and associated customs costs. The distributor only handles FOB and any agreed upon transportation costs, and the retailer should only be handling the state and local sales tax if any.
