Out of curiosity, which states allow an online only retail wine business (without a brick and mortar)?

Not an expert but I believe it is possible in California and D.C. Would love to hear from someone in the know.

depends/varies by state. Here in Texas, online sales from an individual shop (mortar or online) can’t cross the county line. You might want read up on your state’s rules and regs via their alcoholic beverage commission or liquor control board

I would think any state that allows importers/distributors to also retail should allow this (if you had an import license)? CA, TX, DC and perhaps others?

Yes, In my experience in California. UPS & FedEx will require you to document your license and permission to sell.
How hard is to get this license? I was considering importing from Chile and selling in CA.
