Don, do a Wine-Searcher Pro search for “Bourgogne Rouge Burgundy France” and filter by USA. Lots of sub-$15 options appear, would guess that at least some could be shipped to you. I didn’t try it but I’m assuming you could do the same with “Pinot Noir Willamette Valley” or similar and find more options.
That’s what I’d do for inexpensive Pinot that’s lower alcohol % and more on the dry side. Such a hard category at this price range…tbh, I’d probably take a long look at Bouchard Bourgogne Rouge or something from Latour (and from a good vintage).
