MacArthur Beverages in DC
I’m not sure its “the best”, but I’ve bought the last 5-6 En Primeur seasons from Totalwine Bordeaux futures. They don’t carry everything, and they have stopped offering most different formats (375s, mags, etc). I’ve also found Macarthur Beverages in DC to be ok (bassins.com), as well as K&L. Millesme is ok, but damn its expensive if you have to ship.
For Total Wine Concierge you only pay 50% down and can cancel almost up to the point of delivery. At least that’s how things were when I did this a couple of years ago.
Best is never easy. I like Total Wine EnP for the following reasons---- financially sound (no guarantee but more than likely they will be around when release happens). 50% down (like this). Shipped free to local shop (makes it easy). What I give up is a bit on pricing (probably not the cheapest) and a bit on selection (but this has not affected me).
+1 for Total. When moving to another part of the country, They moved my orders (which had not yet arrived) to a local store and made it easy for me. In the past they give OWC for full case orders too although that’s not listed on their website this year.
Have also use Millesima for hard to find formats and their service was also excellent.
+1 for MacArthur Beverages / Bassins… though the DC sales tax is a bit painful and they don’t ship everywhere.
I use double P Imports (formerly Michel Thibault) which was recommended to me by a member here a few years back. Generally the best prices I see in the US EP and have delivered multiple vintages on a normal timeline.
Really depends where you live. Many retailers only ship to certain states, or shipping costs make the price discount negligible.

FWIW - in New York, Millesima allows pickup at their store or in a wine storage site in Westchester.
Cross K&L off your list then.
Your best bet might be Total Wine - they (probably) won’t be the lowest price (usually +$5 or so), but only pay half down (and with inflation…you might be getting a solid deal) and you can cancel at any time up to delivery.
I find that Binny’s in Chicagoland (they do not ship out of state) has some of the better prices on 750ml. Opaque pricing on other formats leaves much to be desired.
