The idea of the government refunding tariffs to individual citizens is ridiculous. The most that can be hoped for is a govt. mass rebate that Trump was discussing before the SCOTUS decision . Of course this will come from the treasury and since they’re (us) are broke it would have to be borrowed.

I met Victor O Schwarz once, 2+ decades back. On brief acquaintance, a good guy, works hard, knows his wines.
I don’t know the scale of his current business, but I doubt that he paid as much as $1 million in tariffs. But if he paid $250,000, that was right out of his pocket and a LOT of money for him.
Did his suppliers help? Probably, and I’d like to think so.
Did his distributors cut their margins by a hair? Probably not, but I’d like to think so.

So does ideal charge you 10% tariff payment before shipping and then it arrives problem free at your address in the US? Or is there an additional payment procedure once it leaves their premises? (Language on their website is ambiguous on this front)

My point is that the general public doesn’t really care about small wine importers. From our point of view it’s important, but I don’t see the political will for them to get their moneys back.

If foreign countries—not the US—paid the outlawed tariffs, should the refunds go to them?
I guess some foreign businesses did “pay” a little by lowering their prices at the request of importers. Am I wrong?

By the way, in those cases where the exporting company and the U.S. importer “split” the tariff, there is a possibility that it could be construed as falsifying the valuation of the products. Maybe not, but…

But you can be sure FedEx has a record of who it passed on the tariffs to, so it shouldn’t be too hard for them to refund those. I would imagine the same would be true with large wine importers who passed the cost along as a surcharge on their invoices.
