There are plenty of industries that would challenge implementation contrary to legal process, which would prevent collection of tariffs until the proper process concludes.
For that matter, depending on the basis for implementing tariffs those challenges could go beyond just proper notice issues.
Concerning the tariff on wine, if t’s part of a larger overall agreement wouldn’t he bypass those to keep the trade agreement in place ?

I’m more or less doing this for my mom in a few weeks. She’s not terribly mobile and on a fixed income. Massive Costco run incoming (I’d just Black Friday the whole thing but I won’t be in the US then and she’s not really able to receive shipments on her own due to where she’s based).
Just spoke with a WB darling direct importer/retailer about this situation, actually. He waited to ship all his wines in one 40’ container (much to our chagrin, as many were delayed extensively as a result) and had to arrange to have it shipped recently to avoid the forthcoming tariff situation, so definitely the importers are thinking about it and acting on it.
