Big fan of Togni as long as long as you have patience. Are you finding that price for the 18 on release or for older vintages on the secondary market? The last ones I got for 100 was the 2014 four years ago,
White Rock is a star along with BV Tapestry and Buena Vista Chateau Buena Vista for $30 on sale was nice.

Pride make a great CabSav for about $80. Actually, just about anything from Spring Mountain would be a good choice. However, I would decant for a couple hours unless they have a few cellar years on them, so that kinda disqualifies any from the OP’s initial requirements.
Once exception might be Altamura. All of their wines are approachable upon initial release, but they hold them back a few years to get some cellar time on them before selling. Their CabSav is a bit over the $100 PPB goal too. I think they are $115.
When did Chappellet Signature become a “blueberry milkshake?” It’s always been a bottling I’ve recommended to others for good QPR, but I had the 18 recently and all I could taste was over-ripe, even almost stewed and confected, dark fruit and oak.
Frog’s Leap is decent but overrated by this board. The Chappellet Signature is great but for a special occasion I would want something pretty special.
The 2018 Outpost Cab can be had for less than release price ($89 on wine-searcher) and that wine after a nice decant is on another level from the aforementioned.
If keeping it a bit more traditional and a better value well it is impossible IMO to beat the 2016 Inglenook Cab for the money.
The 2016 Mondavi To-Kalon Reserve is just under $100 and fantastic. The Bounty Hunter version of the 2016 To-Kalon can serve as a substitute if the Mondavi is tough to source. These would be for someone who just absolutely loves a big Napa cab.
Di Co, the lesser expensive cab from Di Costanza is excellent. Strong tannins, rich, dark wine. Impressive value for the price (<$50). Although it’s hard to find.
