Governments have ways to license sales of sanctioned assets (usually the proceeds remain sanctioned), but the details vary by country, and veer pretty far into the political.
This isn’t correct. Chelsea wasn’t in the process of being sold. The UK government is trying to figure out what to do with Chelsea, but it isn’t correct that they stopped a sale. It’s looking more and more likely that the UK government will permit a sale so long as the funds are put in some kind of escrow. Sanctions are ultimately sui generis, and governments have quite a bit of leeway in making exceptions.
I am sure you know more on that topic than me. Was just all over respectable danish media that an eventually sale was put in hold, after he publicly told that the club was for sale. But maybe i misunderstood it.
