Bottle "oil-like" imperfections, a sign of seepage?

It seems a lot larger on a champagne bottle I saw recently. Half inch wide to 1.5 inches long. Wouldn’t the high end champagnes be inspected before sale?

It’s hard to tell from the picture, but I wondered if it might be some adhesive that ended up where it shouldn’t be. Modern label adhesives are nearly impossible to clean off.
