berry - i wouldn’t focus on being in the same arr as your hotel. paris has a great and easy metro, cabs are plentiful, and it’s a pretty small city.
but to answer question, i can’t think of a single arr that isn’t good for wine, cheese, food.

Serge is correct, if you’re staying 4+ days, I’d STRONGLY suggest renting an apartment. Same price if not cheaper and you get 3 to 4 times more space. I am in Paris right now and rented a 550 sq ft place in the 9th for 525 Euros for 7 days. I have a kitchen I’ve cooked in almost daily and can hit the amazing markets and wine shops.
You can walk around without too much taxi/Metro hassles (btw, the bus system is fantastic too), Paris is surprisingly small and compact. The only areas I’d don’t stay in are the 1st and 2nd, maybe 3rd/4th as they tend to empty at night. Nothing dangerous, it’s just not lively around there. I prefer the 5th, 6th, 8th, 9th and 17th when I look for places to stay as there are many smaller shops and markets in those arrondissements, you can walk to/from all the major sights easily. And if you’re in an apartment you really feel like you’re living there.

Don’t forget Priceline.com re hotels. I’m in Paris next week for 4 nights and am at the Crowne Plaza (Place Republique) which is a **** hotel for $175/night. Not bad for Paris and euro/dollar issues.
