1975 Bordeaux Bottles-Short

What happened to 1975 Bordeaux bottles? I continue to be really puzzled by the fact that every 1975 Bordeaux I’ve ever consumed has been from a 730 (not 720 or standard 750) ml bottle – Montrose, Lascombes, Beychevelle, Pichon Lalande (“73 cl” on the PLL label). Was it the case everywhere? Medoc only? The half-dozen or more properties that I’ve happended to drink? What motivated the Bordelais to cheat their clients out of 1/2 oz in 1975 bottles?? I think it’s more they said 730 in order to avoid the very stiff penalties for under filling at that time. At least that’s how it’s been described to me by members of the trade back in England
