Well for the last 100 years you could have an Water Ice (aka Italian Ice) on a sidewalk in Philly (basically frozen water, with a squirt of fruit flavoring on top). $3-4, give or take, so is it any surprise that the same dish cost twice as much in a fancy NYC restaurant?
