Top restaurant hasn't even opened yet!

That’s some major league BS right there.

The number one restaurant on Trip Advisor in London IIRC. Never even existed.

A little different than this. LA Weekly put a restaurant that hasn’t opened yet (but they’ve eaten at) in their 99 essentials. Trip Advisor put a restaurant that doesn’t exist at all as #1

All have Wine Spectator Award wine lists.

I’ve seen this in a number of local “around town” / regional lifestyle magazines around the country (promoting coming / not yet opened restaurants as top choices) doing this over the past year or so. Would that be consistent with what LA Weekly is?

not really, LA Weekly is/was a pretty serious alt weekly for LA when it came to food. Jonathan Gold also used to write for them (over 20 years!) and won the Pulitzer prize during his time there.

From the links it seems that it was up until the new owners came in and fired most people.
